i have natural pale blonde hair, fair skin colour and blue eyes. would wearing black eyeliner under my eyes look s*luty on me?

no you would be defining your eyes more. eye shadow that's dark can make you look slutty not just eyeliner... says so in a cover girl book i have. :D

maybe to harsh for your coloring and features, try a light brown and brown mascara, it will be pretty and more natural on you, or try burgundy colors like Almays Raisin eyeliner, it really makes color pop on eyes too

I think it looked really good on the character Tracy in Thirteen. She had blonde hair, blue eyes, and fair skin. The rest of her make-up was usually light and natural with light pink shadow and just a thin black line. It can look really good if done properly.

To tone it down you could use brown and get basically the exact same look, just a little softer.

yes, I don't think it would look good, perhaps cheap looking/drug depending on how you applied eyeshadow. If you are trying for drama, try a smokey eye in greys. It is softer.
