What's a good semi-permanent hair dye?

I have blonde/brown hair and I want it blue. What should I use? I've heard good and bad things about Manic Panic, and I'm not sure what to do.

I like Clairol's Natural Instincts the best. They have great colors and is less damaging to the hair. Be sure to remove it at the specified time.
